It is not strength but ethics and value system that make men either dominant or submissive.
Some men just cannot accept hurting women. Then can have muscles of Arnold Schwarzenegger and can used them to hurt other men, but they will never hurt a girl. Just because
On the other hand, even very timid and shy, weak looking men could actually be willing to dominate a girl once they feel comfortable with her.
It's all boils down to choices and ethos. Identity if you like.
