To know everything that is going on everywhere you need not an intellectual capacity but only an ability to receive information from everywhere, simply a kind of a huge network of security cameras everywhere. Understanding what it is all about is what important and simply seeing something is not enough since can just end up staring at something forever without actually getting anything about it.
