I got this idea when I was watching Watamote. Tomoko is actually kind of popular among fans character precisely because she is so pathetic in a show.

There are other characters like her, for example Rei from Eva or Tsukasa from Lucky Star.

Being a loser makes a girl look weak, helpless, pathetic and moe.
